If I had to describe them in a phrase, it would be “relentless deadpan
farce”. The Steve Martin Pink Panther doesn’t work because it signals all its jokes. There’s an almost-audible laughline, and something nonsensical happens because “it would be funny”. In contrast, the world of the Sellers films is one in which idiotic and insane things just happen constantly, particularly around Clouseau, and the people in the world don’t *notice* anything other than to roll their eyes because Clouseau is
worse than normal
.
This is a cinematic universe in which secondary characters and things have names that are “balls” jokes (Auguste Balls), references to Uncle Tom’s Cabin (Simone LeGree), sophomoric (Lee Key shipyard) and so on, and the characters neither notice this or wave their hands because “wacky!”. It just is, and because the characters believe in it, the water level so to speak of comedy is that much higher.
“Oh, boy - it’s the wacky guy” is just not as funny as “Oh my god, it’s the asshole again”.

That was a far more in-depth analysis of the films than I was expecting as a reply...
But...Yes? I think I
agree with your conclusions.
I just find the films to be hilarious and absurd and don’t really think too much beyond that.

To be fair, you can have idiotic and artificial
things onscreen constantly
with nearly audible laugh cues and still be funny - see
Airplane!
. You’ve just got to commit to it and not mix it with a “sane” world outside the gags. That makes it forced.

I could watch the telephone repairman scene from Return of the Pink Panther over and over again and still laugh. They had to do multiple takes because Catherine Schell kept cracking up , and the version that made it into the film still has her barely surpassing laughter.
